Hum - in the short term I agree completely with what you have done. Pointing more directly to actual licensing would be very helpful. I do learn as time goes by - website often have "all rights reserved" or similar and yet some parts of the website may be CC licensed. I have taken to looking at the beginning and the end of pdfs for possible info but I can't honestly say I have the time read entire files.
